Rockstar development lead Phil Hooker explained the reason for the previous delay of GTA VI: different parts of the game failed to integrate smoothly according to the original schedule, rather than any major unexpected issue arising during development. In an interview with Bloomberg, he stated that the game does not have a fixed development blueprint, and the team has been adjusting certain content in recent months.
Hooker also used a playtest session to illustrate interactions within the game world. He originally intended to head to a story mission but first collided with a car on the way, then entered a convenience store to restock health items. He got into a conflict with an NPC over their remarks and robbed the store while the clerk was away.
After leaving the store, Hooker abandoned his car during a police chase and switched vehicles, further deviating from his original route due to the resale value of the cars and another collision. According to his recollection, after about two hours of gameplay, he still hadn't reached the initial story mission. This describes a specific playtest experience; the scope of related interactions in the final version remains to be confirmed.
Additionally, Rockstar has established a studio in Los Angeles dedicated to creating NPCs (non-player characters).
