In a recent interview, producer Shinosuke Hirano stated that Dragon Ball: Xenoverse 2 has sold over 10 million copies. The team believes that the experience of battling within the original work's world was sufficiently presented in the previous title, so they hope the new installment will offer a Dragon Ball world unlike anything players have seen before. After discussions with Akira Toriyama and other relevant parties, the team finalized the AGE 1000 storyline direction while retaining traditional content such as training and fighting alongside characters from previous generations.

Battle scenarios will no longer be limited to standard one-on-one fights; they will also include one-versus-many, many-versus-many, and battles with special rules. The mentorship system remains a core feature for all characters, allowing players to choose their growth path by combining soul switching, awakening, soul assistance, combat styles, and equipment abilities.

The equipment system also incorporates an attribute filtering concept, where items with the same name may randomly come with different effects, requiring players to farm and select ideal attributes. Cooperative play focuses mainly on four-player missions; there is currently no six-player mode, but the final release will include large-scale boss missions.

The game plans to support key configuration and layout customization. The team has not yet established a unified simplified control scheme, instead opting to design mission difficulties that allow players to take on challenges at their own pace.
