The game covers three ocean regions: the Atlantic, the Pacific, and the waters around Australia, featuring hundreds of coastal areas. Players must first generate a typhoon over warm seas, then control its path toward the coast, strengthening it across multiple seasons.

Typhoons evolve according to rules based on real-world meteorological phenomena. Warm seawater fuels their development, while strong upper-level winds, dry air, and landfall cause them to weaken. After each season, players can raise sea temperatures or unlock new abilities. To counter human alerts, evacuations, and disaster prevention efforts, players can spread false alarms and rumors to undermine public trust in warnings.

The game presents opposing viewpoints through a meteorologist and a climate change-denying politician, satirizing climate politics with elements like carbon credits, private jet trips to climate summits, and gasoline subsidies. The story mode spans 25 years across five eras, as humanity gradually advances its climate countermeasures toward 2050. Players must cultivate their typhoon to become the strongest in history before these measures take effect. Additionally, the game offers an endless free-play mode.
