The Korea Communications Commission determined that Google and Apple violated South Korea's Telecommunications Business Act in their operation of app stores, imposing fines of KRW 42.9 billion and KRW 20.81 billion respectively, totaling KRW 63.71 billion. Both companies were also ordered to cease illegal activities and improve their payment policies and app review processes within a specified timeframe.
The regulatory body believes that both companies forced the use of specific in-app payment methods while imposing unfavorable conditions on external payments, thereby limiting developers' choices. The decision concerns payment channels, platform fees, and review conditions used by mobile game and app developers.
Google stated that it has been cooperating with regulators to comply with Korean laws, expand payment options for developers, and maintain user safety and experience. Google also noted that recent policy updates have increased payment flexibility and reduced commission fees, expressing regret that the ruling did not fully reflect its compliance efforts.
Apple also expressed regret and disagreement with the ruling. Apple stated that in the previous year, the Korean App Store ecosystem generated KRW 38.1 trillion in developer settlements and sales, with over 90% not paying commissions to Apple. There is currently no information on whether the two companies have filed administrative lawsuits or appeals.
